TITLE:                Public Procurement Expert

REPORTS TO:    Country Director USAID GHSC-PSM

PROJECTS:        USAID Global Health Supply Chain Program-Procurement and Supply

                          Management (GHSC-PSM) project, Pakistan.

USAID is providing contraceptives supply chain system strengthening support since 2009. The USAID funded Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project’s technical assistance has been instrumental in concretizing National Action Plan (2019-24) for population and FP.

In pursuance to the Federal Task Force (FTF) on Population and FP recommendations on contraceptive commodity security meetings, the GHSC-PSM project is providing support to the Population Program Wing (PPW), MoNHSR&C on contraceptives group purchasing and local production in Pakistan.

Objective of the Consultancy

The objective of the consultancy is to provide technical assistance to PPW, MoNHSR&C for conducting a feasibility study in line with federal and provincial public procurement rules for contraceptive group purchase (centralized price fixing, de-centralized ordering) and develop a report/recommendations to move forward.

Principal Duties and Responsibilities

The followings will be the principal duties and responsibilities:

  1. Meetings with federal/provincial procurement authorities/departments of Health & Population Welfare/ Experts/ Stakeholders.
  2. Review the federal/provincial public procurement rules to explore possibilities of national contraceptives group purchase.
  3. Finalize the report/recommendations in consultation with the relevant stakeholders.
  4. Debriefings on way forward with proposed timelines.

Required Skills and Qualifications

The academic qualifications/skills set listed below are representative of the required knowledge, skills, and abilities needed to perform the principal duties.

  • HEC recognized University Degree/Master’s degree in Supply Chain Management/Public Health/Social Sciences
  • Minimum ten (10) years of experience in public sector procurement
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity

Deliverable(s):

  1. Feasibility report on national contraceptives group purchase
  2. Proposed Legal framework agreement

Period of Performance and LOE

The expected duration of the assignment is one (01) month with a total LOE (Level of Effort) of 20 days.

Supervision

The consultant will report directly to the Country Director USAID GHSC PSM Project.
