To assist the Head of MEAL & Program Development in planning & running an effective Monitoring and Evaluation program for CWSA’s project activities in Sindh province- Pakistan.

 

Job Summary:

The job will involve a large amount of field & some desk work. The Senior MEAL Officer will have to develop a thorough and an in-depth understanding/knowledge of the projects/programs, so as to be familiar with ORGANIZATION implementing strategies and so he/ she can effectively report on them. Under the overall guidance of the Deputy Regional Director and direct supervision of the Head of PDU & MEAL, the Senior MEAL Officer will be responsible for the periodic monitoring of the ongoing programs as per agreed MEAL framework with the donor and MEAL plan of the organization. He/she is expected to provide high quality and timely inputs, in order to make certain that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs and outcomes in a cost effective and timely manner.

 

The Senior MEAL officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Head of PDU & MEAL in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS/ Survey CTO sheet of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. He/she will be also responsible to manage Complaint Response Mechanism (CRM) of the organization.

The Snr. MEAL Officer will work in close collaboration with project/ program teams and Communications department.

 

Key Responsibilities:

 

Conduct monitoring, Strengthen the ORGANIZATION’s M&E System and design MEAL framework for donor funded projects:

  • Assist in the strengthening/development of M&E systems for ORGANIZATION’s projects in Sindh province to identify the key performance indicators (at output and outcome level) and tools for monitoring of program portfolio in field and comparing it to targets agreed in the project proposals
  • Undertake regular visits to the field for data collection, develop monitoring reports and identify any course correction/modifications that might be needed in the project implementation as well as the current M&E system and practices for better performance
  • Develop proper monitoring tracker and closely follow up with program team to check whether or not key recommendations given in monitoring reports are being followed
  • Identify, analyse and synthesise lessons learned from program implementation and facilitate program staff for the incorporation of those lessons into the activity development cycle of projects
  • Assist in needs assessment, baseline/end line surveys and impact assessments analysis and reporting for ORGANIZATION’s projects in the afore mentioned programs
  • Facilitate and assist in external evaluations, impact assessments and mid-term reviews
  • Assist in the organization, facilitation and conduction of trainings and other capacity building activities pertaining to DRR, Humanitarian assistance, Education, Livelihoods and Health
  • Support team is developing MEAL frameworks during project development and write/ improve MEAL sections in the proposals

 

Assessment and Reporting for projects

  • Record and report both qualitative and quantitative aspects of progress against the annual work plan and relevant proposals to the Head of Program Development and MEAL
  • Assist in maximizing involvement of project team in meeting their objectives and targets against their specific project proposal/trackers through the establishment of a follow-up system
  • Provide support to identify strengths, weaknesses, opportunities and constraints of ORGANIZATION’s projects in the mentioned program areas.
  • Support in process and tool development for needs assessments, baselines, End lines, PDMs, internal reviews etc.

 

The responsibilities listed above cover most of the tasks that would be performed by the individual in this position; however, the Senior MEAL Officer can also be assigned other relevant official tasks by the Direct Supervisor/ Management as and when required.

 

Qualifications and Experience:

For the post of MEAL Officer, a degree from a recognized university and minimum 4 years of experience in the development sector is considered necessary.

 

Technical Competencies:

  • Sound knowledge of M&E tools and initiatives, specifically with regards to Core Humanitarian Standard (CHS)
  • Sound understanding of Humanitarian and Development context of the region in general and of Pakistan in specific
  • Familiarity with the use of the Sphere Standard and the Humanitarian Accountability Principles (HAP)HAP, particularly in the field
  • Training and facilitation skills in English
  • Ability to work independently, ability to take initiatives, and make decisions

 

Languages: Proficiency in English and Sindhi is essential whereas know how of local languages will also be a plus

 

IT: Strong Excel skills essential for analysis, visualisation, and presentation of information. Comfortable working with Word, PowerPoint, and Adobe.
