The FCDO ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery’ is a part of the DAFPAK programme funded by the Foreign, Commonwealth and Development Office (FCDO). The 3.5-year programme aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan them pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by:

      Increasing access to FP services:

  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.

      Improved quality of client-centred FP services:

  • Building capacities of the government health/FP facility staff on client-centered/unbiased counselling.
  • Building capacities of community workers on better, client-centered/unbiased counselling.
  • Building capacities of government health/FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.

Beyond building capacities of district health teams, health facility staff and community-based workers. The project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities. 

Assignment Background:

Facilitator for Government Relations will work closely with provincial departments of health, population welfare, LHW Program and other relevant stakeholders / departments in the DAFPAK provinces to assure implementation of selected DAFPAK-PSSD activities. He/she will facilitate the provincial and district teams to implement, coordinate, monitor and have review sessions with respective departments to observe progress against project deliverables.

Specific Tasks and Deliverables:

1. Establishing of Project Specific Technical Advisory Group (PSSD-TAG): H/she will coordinate with both DoH and PWD to notify an exclusive project specific TAG in KP with senior representation from the respective departments and that of provincial UNFPA representative. PSSD-TAG will provide strategic leadership to the project and facilitate not only in its implementation but also suggest initiatives for improving its effectiveness. The group will meet once every alternate month. H/she will work with the PSSD-TAG members to update them regarding project activities.

 Milestone:

  • By February 16, 2021, PSSD-TAG members will be identified / notified in KP through an official correspondence to the DAFPAK project.
  • By February 26, 2021 first meeting of TAG would have been conducted and meeting minutes shared in a template approved by the Team Leader.

2. Meeting Coordination and Facilitation: Coordinates, organizes and facilitates one-to-one meetings with key stakeholders to develop follow-up action plans. Invites all stakeholders and ensure their participation in meetings.

Milestone:

  • By January 31, 2021, ensure coordination meeting is held with key stakeholders from department of health, population welfare, HSRU, UNFPA, FPAP and other working in the FPRH sector in the province. Meeting minutes for the meetings need to be shared with the supervisor.

3. Inter province Visits: Coordinates with respective provincial Health and Population Departments for inter provincial visit to Lahore, Punjab to meet the Punjab Provincial TAG Team.

Milestone:

  • By March 31, 2021, PSSD-TAG members will have an inter provincial visited Trip Report shared and approved by the supervisor

4. Forums and Committees: Will introduce PSSD in existing forums specific to FP/RH, including those managed by local NGOs and SRHR stakeholders. He/she will participate in partner oversight committee meetings and arranges individual interactions with them for PSSD Team.

Milestone:

  • By February 28, 2021, PSSD will be a notified member of different FPRH Forums in the province.

5. Policy Dialogue: Will coordinate with relevant stakeholder to organize a policy dialogue on FPRH in province.

Milestone:

  1. By March 31, 2021, Provincial Policy Dialogue on FPRH would have been conducted

Qualifications and Experience:

  • Master’s degree or higher in social sciences, management, journalism, or medicine
  • 10+ years related experience in the development health sector, including the association with public sector
  • Prefer: Experience in practical field work in sexual and reproductive health and rights
  • Travel required (50%)
  • Uses cellular and desk phone; laptop or desktop computer
