Responsibilities:

Under the supervision and with the support of the operations Manager, the project manager is responsible for the implementation of the project according to the different stages of the project cycle in accordance with the HI technical framework and quality framework and ensure all tasks necessary for the proper implementation of the project according to the needs identified.

1. Ensure operational management of the project
  • Supervise the implementation of the project according to the different stages of the project cycle and in close collaboration with partners and local national authorities
  • Ensure monthly, quarterly, half-yearly and annual planning of project activities
  • Monitor project indicators and develop tools where appropriate
  • Conduct follow-up and support visits in project intervention areas
  • Identify challenges to implementation and propose solutions / adjustments
  • Write the internal and external reports related to the project in accordance with the deadlines, the requirements of the donors and the quality standards
  • Manage the capitalization efforts of the project experience (eg collection of testimonies, sharing of good practices, etc.)
  • Ensure archiving of project documentation
  • Facilitate collaboration and synergies (planning and pooling of resources) with other HI project teams
  • Ensure coordination between the project team and the technical unit through requests for support and regular meetings as needed to ensure the quality of interventions
  • Where appropriate, pilot external evaluation processes and follow up on recommendations
  • Guarantee the quality of the partnership relationship and the external coordination of the project
  • Regularly inform and discuss with the leader on the progress of the project, the challenges encountered and the solutions envisaged
  • Ensure compliance with the collaboration agreement with the consortium leader
  • Represent the project with external, local and / or national partners
  • Represent HI in the different coordination platforms
  • Contribute to the capacity building of the partners (according to the needs identified and the activities planned within the project)
  • Prepare quarterly review reports including M&E update
2. Ensure the administrative and financial management of the project
  • With the support of support services:
  • Be responsible for the budget of your project
  • Establish annual budget planning and monthly cash flow forecasts
  • Regularly monitor project expenses, analyze gaps, anticipate changes and propose budget adjustments
  • Ensure compliance with internal financial procedures and donors (eligibility and flexibility rules)
  • Support the financial manager if necessary in the preparation of financial reports
  • Ensure compliance with purchasing and service procedures (logistics)
3. Manage and accompany the project team
  • Ensure the continuous support and supervision of the project team
  • Ensure the development and evaluation of the individual objectives of the project team
  • Participate in the recruitment of new members of his team if necessary in accordance with procedures and standards Handicap International
  • Contribute to the reinforcement of the skills of the members of his team with a view to transferring knowledge and skills
  • Ensure good communication and coordination of information between each member of his team and with other services
  • Plan team activities on a monthly and quarterly basis

4. Provide technical support to HI teams in their area of expertise within the time and resources available and after discussion with the operational coordinator:

  • Support project teams working in the field of sexual and reproductive health on technical issues (definition of indicators, development of training plans, etc.)
  • Participate in needs assessments in one's area of expertise
  • Contribute to the development of new projects and the strategic thinking of the program in its field (to complete)
  • Conduct in cooperation with M&E colleague  regular field visits in order to check quality implementation
Qualification:
 Master in humanities, social sciences, public health   or management with many years of experience in project management
Experience:
  • Field experience of at least 10 years in a similar position (project leader / coordinator) and in the field of sexual health and reproduction
  • More than 3 years’ experience working in health systems  and Community Health
  • Experience and knowledge  in SRH , GBV and disability related topics
  • Excellent skills in project management (project cycle management),  development methodologies, coordination and cooperation  between several stakeholders
  • Good in Planning Monitoring & Evaluation
  • Proficient in English (written and spoken)
  • Good in computer (MS office)
  • Knowledge and interest in the themes (Human Rights, Disability Inclusion etc.) related to the mandate defended by Handicap International
  • Excellent interpersonal skills and intercultural skills
  • Open and respectful attitude, an effort to understand a given cultural context
  • Dynamic and proactive
  • Leadership, ability to mobilize a team, taste for teamwork
  • Flexibility and coping skills
