  1. 1.       Background:

CARE International in Pakistan (CIP) is a Non-Profit Organization seeking services of a consultancy firm to provide tax advisory in accordance with applicable federal and provincial legislation relating to sales tax and income tax on a retainership.

Scope of Work/Terms of Reference:

The selected firm shall be responsible for providing tax advisory services in accordance with applicable federal and provincial legislation relating to sales tax and income tax. Specific tasks shall include:

  1. 2.       Regular Services
  • Filing of periodic withholding statements (sales tax and income tax) including review for accuracy and compliance with applicable laws.
  • Filing of annual income tax return including review for accuracy and compliance with applicable laws.
  • Representing CARE Pakistan for minor / routine notices with regards to taxes
  •        Take lead in processing annual 2(36) exemption
    • Keep CIP updated with regards to any changes in tax rules and regulations along with imparting training as and when requested.
    • Advice on tax matters, on regular basis.
      1. 1.       Special Case Assignments

      Representing CARE Pakistan in inquires / notices with regards to taxes including appeal, tax audits and assessments. This will cover taking lead in preparation of documents, review of data for accuracy, preparation of response to FBR, and follow up till final resolution of the issue.

      1. 2.       Eligibility:
      • Chartered accountants firm / Cost and Management Accountant firm / Tax lawyers / Income Tax Practitioners having active tax clientele of INGOs / NGOs.

       

      1. 3.       Manner of Payment:

      CIP shall pay tax consultants on a quarterly basis after receipt of an approved invoice.

      • Payments in local currency will be made as per standard procedure after deduction of applicable taxes. Consultant shall provide CARE with quarterly invoice within 5 working days of quarter end.
      • Special cases payments will be made in two parts; 50% as advance and balance 50% on successful resolution of the case.

       

       

      1. 4.       Documents Required and Evaluation Criteria:

      Technical and financial proposals should be submitted in separately sealed envelopes. Firm’s profile shall be accompanied by the following documents:

      Technical Requirements (60% of the weightage will be assigned to these criteria)

      •             Membership/registration documents of ICAP, ICMAP, Tax Bar Association, or similar bodies.

      •             Tax department Manager and team profiles, experience, and qualifications.

      •             Relevant experience in successfully handling tax matters.

      •             Relevant experience of INGOs/ NGOs for providing tax advisory services.

      •             Having a presence in Islamabad will be preferred.

      Financial Requirements (40% of the weightage will be assigned to financial evaluation)

      • Quarterly Retainership fee in PKR for providing services as defined in the scope of work.
      • Special case assignments fee based on each case
