A consulting firm of repute URGENTLY needs to hire a Sector Analysis Expert for ICT Sector (Sindh), as part of a team already working on this short-term assignment, in one of its co-managed projects.

 

2. Activities:

The overall assignment seeks to undertake the following activities in the lead up to the formulation of Domestic Commerce Policy of Sindh:

  1. Conduct the review of the ongoing and recent past initiatives of the Industries Department with regards to Domestic Commerce.
  2. Gathering information from private and public stakeholders and review existing documentation and data collection pertaining to Domestic Commerce in Sindh, benefitting particularly from new data gathered by the Governmental and non-governmental entities to make the COVID Relief more effective. 
  3. Conduct sectoral analysis (with the help of research and stakeholder consultations) to identify key sectors where commercial activity can be increased, given their economic growth potential.
  4. Study international best practices and local context to develop brief snapshots of the state of domestic markets in selected sectors as a Working Document for the FGDs.
  5. Review the institutional landscape and identify the institutional arrangements between provinces and the Centre and between the provincial government of Sindh and the district administration/governments in Sindh. 
  6. Based on the above, propose a Draft Domestic Commerce Policy for Sindh to be implemented by the Industries Department.

 

3. Activity / Deliverable:

  • Identification of stakeholders to be consulted
  • Meetings and discussions across Government Departments in Sindh. This will include, but not limited to, Industries & Commerce Department, Investment Department, Finance Department and other Taxation bodies
  • Literature Review on the subject in the Pakistani and province of Sindh context, along with international best practices pertaining to the reform and development of Domestic Commerce 
  • Diagnostic and situation mapping of domestic commerce landscape in Sindh
  • An analysis of World Bank doing business indicators relevant for commercial activity in the context of Sindh
  • Institutional, regulatory and legal issues
  • Meeting/interviews/discussions with private sector, SMEs and investors involved in Domestic Commerce
  • Inception Report: General Diagnostic Analysis
  • 2 FGD’s in Karachi based on the identified sectors
  • Two Case Studies, based on Sectoral Diagnostic Analysis
  • Draft Report along with Draft Domestic Commerce Policy of Sindh
  • Implementation Roadmap
  • Do-ability analysis
  • Meeting/Presentation to the Industries and Commerce Department Sindh
  • Incorporation of feedback and finalization of report
  • Submission of Final report and potential presentation to the Ministry of Commerce, government of Pakistan

4.     Required Qualifications

Sector analysis expert [ICT Sector] (level of effort: 15 person days)

  • Master’s degree in economics, development economics, development studies, strategic management from a reputed national/international university
  • 10 years of experience, undertaking research and diagnosis of industries/sectors
  • Deep understanding of the investment climate in Pakistan; knowledge of Sindh and its sectors is seen as a strong positive
  • Previous experience of engaging with the private and public sectors for a robust assessment of the constraints underlying SME growth
  • Previous experience of working with USAID projects in economic growth will be preferred
  • Excellent communication and report writing skills

 

 

5.       Duty Station:

The consultant will be based in Karachi or Islamabad and shall work with SMEA BEE team, based in Islamabad.

 

6. Duration of the Assignment: 

This assignment is already underway and is expected to finish around February 28, 2021.
