BACKGROUND

Pathfinder International is being supported by the UNFPA to roll out the RESPond Project, an intervention focused on improving response mechanisms to Gender Based Violence in Sindh. The intervention is being rolled out in 2 districts, Karachi and Shaheed Benazirabad, with Pathfinder’s role being key in a) Providing technical and coordination support with govt and other stakeholders

and b) Strengthening GBV referral mechanism capacity building, helplines, psychosocial support to women and girls. Currently the first phase of the project is to be implemented until December 2020, with the intention of continuing and expanding the work in 2021.

RATIONALE

A dedicated consultant is required to develop i) Conduct a Mapping Exercise of GBV Frameworks and Structures, and ii) develop the Essential Service Package Implementation Plan for adopting and institutionalization amongst the various necessary stakeholders.  

SCOPE OF WORK

he consultant will be responsible for developing a comprehensive report on the political landscape under with Gender Based Violence is currently operating, particularly in Sindh. This report is meant to be an extensive review of existent policies, legal frameworks, GBV interventions and previously established mechanisms and relevant institutions, government units, stakeholders, to take stock of the complete legal, political and social framework of gender justice. The report is also expected to highljght global best practices for integrated responses to gender based violence survivor complaints and justice.

The consultant will be responsible for reviewing the current Essential Service Package (ESP) Modules and structuring out an implementation plan and guide for presentation to government stakeholders in Sindh, Pakistan. The implementation plan would have to consider district realities, as well as the existing structures, laying out clear guidelines and instructions with the plan. Global best practices must also be reflected in the review and research that the consultant undertakes, for recommendations of best models for uptake in Sindh.

KEY RESPONSIBILITIES:

  1. Work with the Technical Lead and Program Manager to structure report
  2. Incorporate desk review in to larger report
  3. Develop and vet tools with Program Manager, MEL and Technical Leads
  4. Conduct relevant interviews
    • Interviews with Stakeholders identified [including (2)line departments, (2)lawyers, (2)police, (1)medicolegal officers/ (2)healthcare providers, (1)psychologists, (1)CS and (1) activists] at minimum
  5. Draft and finalise report
  6. Draft and finalise brief
  7. Review the various Modules of the ESP Framework
  8. Identify best practices to form basis and reference for the ESP Implementation Plan
  9. Develop and finalise ESP Implementation Plan

KEY DELIVERABLES:

  1. 1 Comprehensive Report on GBV Legal and Political Frameworks, Structures, Best Practices
  2. 1 Advocacy Brief
  3. ESP Implementation Plan

REQUIRED QUALIFICATION

  • At least a Bachlor’s degree in relevant field with a minimum of 5 year work experience
  • Deep knowledge of Pakistan’s gender based violence issues, particularly those related to survivor response mechanisms, women related institutions and laws, and Pakistan’s international, national commitments to those goals  
  • Experience of undertaking similar assignments with development sector NGOs/INGOs preferred.
  • Excellent written and verbal communication skills in English
  • Demonstrated Research, data analysis and reporting writing skills and experience
