Position Title: Monitoring & Evaluation Specialist

Location of Work Station: Karachi

Type of Job: Contractual

Reporting to: Associate Director and Executive Director 

Grade /Scale: 6

POSITION SUMMARY:

The Monitoring and Evaluation (M&E) Specialist will work at the Managerial level with responsibilities for overseeing monitoring and evaluation and learning across 3 rule of law projects to ensure that the implementation of projects  is in compliance with relevant regulations and standards and organizational policies and log frames. The role includes oversight and quality assurance related to program implementation with the objective of ensuring that the resources are used in an optimal manner to maximize results and to achieve value of money.

DUTIES AND RESPONSIBILTIES:

  • Lead development of the M&E System; creating M&E frameworks and procedures for the monitoring and evaluation of projects;
  • Oversee work of M&E officers and provide them with guidance on regular basis;
  • Leads M&E initiatives for of the project including monitoring data, tracking the progress of activities;
  • Suggest ways to facilities data collection and the flow of data within program field teams;
  • Identify strengths and weaknesses in existing data collection and management system and   propose solutions;
  • Perform field visits to ensure the quality of data collected by program and to verify the accuracy of reported data;
  • Implement and participate in program and project evaluations;
  • Work in collaboration with Program Manager;
  • Develop M and E reports
  • Coordinate as needed to facilitate external M and E evaluations
  • Report to Executive Director and Associate Director

REQUIREMENTS AND CORE COMPETECIES

  • Minimum Qualification (Masters in one of the following subjects: Sociology; Human Rights; Law; Development; Social Work; Gender Studies or any other relevant field )
  • Minimum Work Experience of 5 years at the Managerial level in M and E.
  • Required advance level of English, reading, writing for drafting of various reports.
  • Working knowledge of Urdu;
  • Creative, energetic, ability to work independently with minimal supervision.
  • Ability to work well in a team.
  • Good Computer skills (Microsoft word, Excel)
  • Demonstrated flexibility, motivation and maturity
