Job Summary

CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking an array of development projects. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan.

CIP is responding to the ongoing COVID-19 pandemic and starting implementation of a 6-months project through an implementing partner. The project aims to provide food items, hygiene kits and hygiene awareness through radio messages to support at-risk communities in Peshawar, KPK. As part of a small project team, CIP is recruiting for a Project Officer to be based in Islamabad, for the duration of the project. The position will be responsible for timely delivery of project activities and ensure quality assurance of various project components.

Job Responsibilities and Tasks:

Job Responsibility #1: Support planning, monitoring and implementation of all project activities consistent with approved program designs and strategies: % of time: 55%

  • Coordinate with the partner staff on a daily/weekly basis and report on progress to Project Manager (PM) to ensure smooth implementation of the work plan.
  • Build capacity of partner staff on standard procedure and guidelines and support the PM for timely compliance.
  • Develop distribution sheets, Payment sheets etc. for PM.
  • Support in problem solving and conflict resolution to ensure the timely and effective implementation of project activities.
  • Ensure that beneficiary selection strictly adheres to the defined selection criteria. .
  • Assist the Project Manager (PM) in updating the project’s work plan and budgets and ensure all documents in soft and hard form are saved properly and updated regularly.
  • Support role on effective program implementation, and timely utilization of budget
  • Extract and communicate gaps in the delivery of relief work in a timely manner for corrective measures and support at procedural level.
  • Plan and coordinate funds flow for partners, related documentation, and resolve reporting issues.
  • Coordinate with the support teams and other program staff for the successful completion of project activities.
  • Ensure the monitoring system related to project is in place and followed as per guidelines and processes.
  • Conduct field monitoring and verification of project activities at field level in the light of project strategies/procedures/systems.
  • Support and participate in field based surveys/data collection/data entry and provide analysis of studies.
  • Perform day to day operations/ admin/ technical tasks related to the project activities.

Job Responsibility #2: Coordination, Research, and Reporting: % of time: 25%

  • Monitor the resilience context and COVID-19 situation in-country and develop updates to inform the planning process.
  • Participate in periodic programming reviews of the project to record the minutes, report generation and action plans.
  • Maintain liaison with other departments and external partners/stakeholders.
  • Schedule meetings and facilitate interaction between partner staff and CARE employees.
  • Organize and facilitate events in the implementation of the project as and when needed.
  • Organize coordination members on regular basis as directed by the Project Manager.
  • Provide technical support in report writing, documentation and filing, follow-up on activities, and decisions taken in meetings.
  • Assist in project reporting and program documentation as per CARE and Donor requirements and timelines.

Job Responsibility #3: Knowledge Management and Communication: % of time: 15%

  • Disseminate knowledge, information and communication related to project amongst partner and CARE’s internal team.
  • Document success stories from the project based on information received from the partners.
  • Assist the PM in reviewing and archiving in a compliant manner all project documents.
  • Ensure that all the documents received from field are properly reviewed and verified. Identify gaps in documentation and ensure accuracy.
  • Support the PM in ensuring that systems are in place to periodically capture and document learning related to success and failures occurring during the program period.

Job Responsibility #4: Any other task as assigned by the supervisor: % of time: 05%

The duties and responsibilities described above are subject to change, depending on the project needs and change in situation due to emergency.

Job Specifications:  

Education/Training

Required: Bachelor’s degree in International Development, Management, or other related field.

Desired: Master’s degree in any related field will be preferred.

Experience:

Required: 

  • Minimum 3 – 5 years of experience in the humanitarian sector with reputable NGOs, preferably in short-term distribution projects in a similar role.
  • Experience of working in the province of KPK is required.

Desired:  Experience of working with International NGOs.

Technical Skills

Required:

  • Strong computer skills particularly in Microsoft Word, Excel, and Power Point.
  • Excellent written communication and presentation skills.
  • Firm belief in quality, integrity, teamwork, gender equality, and participatory approach.
  • Well organized and ability to act in a professional and ethical manner.
  • Strong time management skills with the capacity to adapt to a changing environment and work under tight deadlines.
  • Proficiency in English and Urdu.
  • Being a Pushto speaker will be highly preferred.
  • Willing to travel on a short notice, as required by the organization.
  • Strong skills in networking, building relationships and liaison with counterparts.

Working Conditions and Level of Travel Required:

The position is based in Islamabad with around 30-40% travel to field and partner organizations.
