USAID Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project, implemented by Chemonics International Inc. since its inception has been provide public health supply chain system strengthening technical assistane to the Government of Pakistan. The technical assistance include supply chain system strengthening with respect to Family Planning (FP), Expanded Program on Immunization (EPI), Maternal Neonatal and Child Health (MNCH), infectious diseases/IHR/GHSA and basic health services supply chains.

During the COVID-19 times, the project is supporting the Government through leveraging technology for COVID-19 responsiveness. The number of COVID 19 cases in Pakistan is showing an escalating trend. Provision of MNCH, FP and immunization services to the mother and children in the pandemic situation is a big challenge. Predictive modelling informs an estimated increase of 31% in maternal and newborn deaths and stillbirths as a result of reduced family planning use, antenatal care visits, and facility-based deliveries in the next 12 months.

Objective of the Consultancy

The objective of the consultancy is to conduct a Quick Field Analysis of accessibility/availability of MNCH, FP and EPI services and products disaggregated by gender during COVID-19Principal Duties and Responsibilities

Following are the principal duties and responsibilities:

  1. Develop qualititative and quantitative data acquisition tools to conduct the survey;
  2. ICT based rural and urban multilevel mapping of FP, EPI and MNCH services and tracer products within public and private health delivery system;
  3. Interviews with women needing antenatal, natal and post-natal services, obstetric/gynecological emergencies and FP ncluding thise releveant to men;
  4. Interviews with parents of female and male children needing  immunization ssrvices;
  5. Develop a report on the impact of COVID-19 on the supplies and service delivery with respect to areas of FP, MNCH and immunization

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in  Anthropology, Political Science, Economics, Public Adminsitration preferred.
  • Minimum of five (5) years of experience in relevant field. Experience with social development sector, gender preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Excellent scientific research/gender paper written English

Deliverable(s):

Comprehensive report  of the field Survey on the impact of COVID-19 on the supplies and service delivery with respect to FP, MNCH and immunization services in public and private sector of ICT

Period of Performance and LOE

The expected duration of the assignment is 3 months with a total LOE (Level of Effort) of 60 days distributed as maximum 20 working days per month.

Supervision

The consultant will report directly to the Dircetors of  FP/BHS, VPID and PSE
