Specific Duties, Responsibilities, and Accountabilities:

1

Support PRCS Joint Director Operations on implementation, coordination and follow-ups of Health & training department in particular, in the area of Primary Health Care (PHC) and Immunization health facilities as well as, other Emergency Health response/operations and Pharmacy as required

2

Coordinate and manage health services and programs related activities and give direction on programs’ functional developments.

Coordinate activities relating to the development and implementation of PHC & Immunization Programs, prepare plans and evaluate the program; provide administrative and coordinating support for consistent developments

Finalize strategies, policies and procedures, prepare detailed proposal, and formulate recommendations for administrative approval.

Coordinate and correspond with Partners National Societies (PNSs), Provincial Branches implementation stakeholders and Government bodies in relation with ongoing and proposed healthcare and immunization projects.

Prepare and present data driven reports from financial and physical reports for future forecast and decision making. Manage and analyze financial accounting functions of Health department as a whole.

Evaluate and process proceeding of procurement committee related to procurement of medicine medical equipment healthcare kits and material. Smooth procurement of medicine/equipment/regents and rational use.

Develop health project plans with timelines and milestone deliverables to handle emergency situation.

Ensure the implementation of integrated PHC & Immunization and/or Health department structure for standardization of practices in Branches. Conduct concerned health staff performance evaluations and training for team’s capacity building as  required

Monitor and evaluate PHC and other health related projects, conduct Training Need Assessment (TNA) and prepare training courses of related staff. Design and prepare orientations and mandatory training as needed for development and team policies.

Conduct hands-on training and coordination of projects relating to use of tools to improve efficiency and effectiveness of Health center functions.

Initiation of medical response in disaster and execute/coordinate of emergency operation throughout the country when needed. Conduct joint monitoring visit as per plans

Manage Health Technical Committee Meeting: Minutes-Implementation and Follow Up

Expand PHC and other health related projects with the support of PNSs, prepare concept paper and finalize the project drafts

15

Ensure timely implementation of PHC and Immunization activities according to approved plan and budget in line with IFRC guidelines and finalize programs re-appropriations

16

Monitor health, PHC and Medicines situation/needs in the country and plan and response as per IFRC, PRCS & PNS’s guidelines

17

Ensue quality reporting of health programs to PNS’s and Government authorities/agencies concerning to response/operations

18

Any other task as may be assigned by the Management

 

Education

 

  • MBBS from PMDC recognized University.
  • Preference will be given to candidates having the degree of MPH

 

Experience

 

At least 10 years of experience in Development and Implementation of Primary and Secondary Healthcare programs, Health systems & Immunization. At least 5 years’ experience of leading health department in the humanitarian or public health setting would be preferred

  • Ability to provide leadership and mange diverse teams across all levels
  • Ability to work effectively in groups and collaborative environment

  • Proficiency in PHC operations and the use of online data resources, databases and reporting tools.
  • Ability to analyze complex information and develop strategies, plans, procedures to address policies of the department.
