Introduction

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 125 Partner Organizations across the country.  These include social mobilization, support for livelihood, enterprise and employment, access to credit, skills development, infrastructure and energy, health, education and disaster management. Background

PPAF is engaged in different projects with international and national donors especially with Government of Pakistan (GoP), Ministries and different government bodies. GoP has established Poverty Alleviation & Social Safety Net (PASS) division to dealt with development projects and PPAF is working closely with all relevant government bodies to implement the projects. Thus, correspondence with Government is increasing day by day and shaping up as hectic task.

Objectives

In order to deal with above-mentioned government bodies and divisions, there is a need to hire an Individual Consultant. The consultant would enable PPAF to streamline and expedite important matters timely and efficiently. 

Scope of work

The Terms of Reference of the Consultant will include but not be limited to the following:

 

  • Facilitation in the liaison with different Ministries, Member of parliaments and Economic Affairs Division.
  • Facilitation in correspondence with officials of Government of Pakistan and PASS division.
  • Dealing and Follow up on the different matters with Government ministries and divisions.
  • To perform other duties/functions assigned by CEO from time to time.

 

Qualification and Experience Requirements

Individual consultant should have at least 20 years of overall experience and must possess strong experience of liaison with government sector. University degree in Business Administration/ Public Administration/ Economics and or relevant field. Excellent understanding of government and bureaucratic setup in Pakistan. Strong linkage with provincial & federal government officials is must. Strong knowledge and significant experience in correspondence with ministries and divisions is required. Retired Civil Servant of senior level will be given preference.

Time Duration

Total time duration for the consultancy assignment shall be six (06) months.
