CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The response coordinator will be lead role in the emergency Program, operating out of our Pakistan country programme office in the field. Working closely with Advisor Programs, the team leader will assure high levels of political, social, and economic understanding of the local context to inform the strategic direction of work in the program implementation. The team leader will ensure regular and appropriate needs assessments, and ensure that our response is carried out in strict adherence to humanitarian principles, Save the Children policies and procedures, and donor regulations. The post holder will play a key role in identifying and overseeing any scale-up of our humanitarian work to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY:

  • Oversee and revise as necessary humanitarian response programme.
  • Scale up, lead and manage Save the Children humanitarian program.
  • In coordination with the Advisor Programs, help oversee and maintain constructive and regular relations with relevant Local authorities to enable the space for programming through local stakeholders.
  • Develop a programme of engagement with relevant Local authorities that clearly demonstrates our neutrality and commitment to humanitarian principles.
  • Carry out Stakeholder capacity selection in relevant geographies where Save the Children can operate in order to deliver quality and relevant work initially in education, child protection and health, and other sectors as necessary and possible.
  • Develop partnership agreements with selected stakeholders and establish relevant training in a range of specific and generic competencies in key areas of programme delivery and compliance.
  • Support the establishment of child safeguarding systems and ensure that potential harm to children (by our own or representatives and/or as a result of how we do our work) is identified and addressed on an ongoing basis.
  • Establish a monitoring framework and procedure to measure impact on children, through timely visits to relevant locations, appropriate reporting from field, and beneficiary surveys where possible.
  • In consultation with the country office (CO), develop appropriate costed proposals for supporting our humanitarian work with a range of interested Save the Children members and external donors.
  • Ensure the preparation of timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Supported by the CO Safety and Security, ensure optimal safety and security management procedures and practices are in place, up to date, and appropriately modified in response to a volatile operational environment
  • Supported by CO, ensure a clear and practical risk management plan is developed and operationalised
  • Ensure strong accountability to beneficiaries in programme design and delivery and ensure that any external stakeholder compliance in this regard is duly followed.
  • In coordination with the Pakistan Country Director and program advisor, represent Save the Children’s work in Pakistan and other countries in the region to donors, members of the humanitarian community and other relevant institutions.
  • Help shape broader engagement inside humanitarian programme work through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.

 QUALIFICATIONS AND EXPERIENCE

Essential

  • Master’s level or equivalent experience in the humanitarian sector
  • Significant experience in a management role within a complex country programme (preferably in a Pakistan Country Context) designing programmes, managing programme teams and project management
  • Demonstrable familiarity with the requirements of a range of donors in the planning, securing and managing of donor funding
  • Experience of working on a humanitarian response preferably in a leadership position
  • Experience of working in an insecure environment preferably in a leadership position
  • Demonstrable familiarity with M&E and beneficiary accountability systems in complex programmes and with programme  partners
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English

 Desirable

  • Fluent in Urdu / local languages
