HelpAge has supported thousands of older people, their families and communities through our development programs including Livelihoods, Health, Disaster Risk Reduction and Advocacy for the protection of the rights of older people.

Background

This particular assignment is to capture learnings, impact/ success stories from selective targeted districts of Building Disaster Resilience in Pakistan (BDRP) Programme through video documentation focusing on  Persons With Disabilities (PWDs) and Older People. The goal of BDRP programme funded by DFID is to increase Pakistan’s capability to reduce disaster risk, through better planning, preparedness, response, and resource allocation at the governmental and community levels. The consortium, led by Concern Worldwide in partnership with ACTED, Deutche Welthungerhilfe (DWHH) and International Rescue Committee (IRC) is presently implementing the Community Based Disaster Risk Management (CBDRM) component of BDRP in 9 districts (Muzaffargarh, Rajanpur, Jhang from Punjab, Ghotki, Kashmore, Dadu and Tharparker from Sindh and DI Khan, Chitral from Khyber Pakhtunkhwa) during Implementation Phase II. The CBDRM component of BDRP is assisting the village communities to mitigate and prepare for disasters. HelpAge is working as a technical partner to ensure Inclusion in CBDRM component of BDRP. 

Purpose and justification


The main interventions of BDRP II are taking place at the grassroots in Nine different districts of Punjab, Sindh and KPK by consortium partners. HelpAge responsible for providing technical assistance to the consortium on Inclusion of different vulnerable groups in project activities.

Video documentaries from each of the province will help to demonstrate how BDRP II is Delivering as One with a focus on the Inclusion and how this program has impacted the lives of PWDs and OPs.

Overall Objective

The objective is to create documentary films and photographs to promote and showcase inclusion factor of BDRP, key learnings and best practices.

The documentary will detail the achievements through convincing success stories and photographs of the programme activities through inclusive lenses and will show how this programme has improved lives of PWDs and OPs in the targeted areas.

Deliverables

  • Concept paper and script on theme of the documentary
  • Video clips of impactful inclusion in overall sectoral project activities (Footage of community meetings, capacity building sessions, thematic interventions and individual interviews with the target communities having specific focus on OPs and PWDs)
  • Submission of High definition video documentary of 8-10 minutes in MP4 and AVI formats along with all the raw footage.
  • Voice over in English (British accent) and subtitles in Urdu and English. It should reflect the focused interviews of beneficiaries as well stating change in perceptions and realizations of local community towards inclusion.
  • 100 High quality Photos (in Soft form)
  • Signed consent forms for all individuals/beneficiaries filmed

Tasks

  • Establish the team of technical personnel required for filming.
  • Submission of preliminary concept and workplan of the documentary 
  • Script development and finalization
  • Travel to the three districts of the programme targeted areas (D.I.Khan, Muzafargargh/Rajanpur and Ghotki/Kashmor) in coordination and support with HelpAge and consortium members and local partners.
  • Develop video clips and compile them into a documentary of not more than 10 minutes; capturing impactful success stories, learnings regarding inclusion of PWDs, Female and OPs participation in overall community leadership and decision making for community resilience building. Post production process (editing, dubbing, special effects, graphic animations, subtitles, music, etc.)
  • Submission for approval of rough cut of film (with subtitles in English) of 8 to 10 minutes duration and still photographs.
  • Incorporation of the feedback and finalization of the documentary
  • Submission of web links of the final, approved video with adequate background music in high definition video formats including AVI and MP4.
  • Submission of raw footage
  • Submission of signed consent forms for films and photographs. The consent forms will be the responsibility of the consultant, however, the HelpAge and consortium partner field staff will facilitate.
  • Share the draft version for review and comments , and incorporate them accordingly

Lines of Communication

The consultant will report to Snr program Officer Inclusion and will liaise closely with Senior Management team and Communication department at HelpAge.

Time Frame and Logistics Arrangements

The consultant is required to complete the assignment  by 28 May, with the following timelines:

Team is expected to stay a maximum of 2 days in each selected district.

All the logistics arrangements in the field will be the consultant’s responsibility

Requirements

The submission should include the following documents/information:

Ø  Cover letter detailing the consultant’s/ firms’ suitability for the assignment and current contact information

Ø  A short description of methodology (pre-production, production and postproduction activities in line with clear timelines) to undertake assignment

Ø  Profiles/CVs of the Lead consultant and the production team

Ø  Profile/CV of the photographer along with web-links to access his/her sample work
