DAI seeks a Deputy Chief of Party for a US Agency for International Development (USAID)- funded Improving Business Environment in Pakistan (IBEEP), an anticipated 3-5 year program designed to deliver technical assistance to achieve the primary objective of: strengthening Pakistan's business enabling environment (BEE) to build greater credibility of Pakistani institutions and improve the ecosystem for foreign direct investment (FDI).  The project will achieve goals in sectors of both democracy and governance and economic growth.  IBEEP likely will be based in Islamabad with work/travel in provinces of Punjab, KP and Sindh.

 

Responsibilities:

The Deputy Chief of Party (DCOP)/Operations Director will ensure efficient management of the operational aspects of the project and overall compliance with contractual requirements, USAID and DAI policies and regulations, and local law. Principle responsibilities include:

  • In coordination with the COP, provide overall strategic management and oversight of finance, grants, procurement, and record management, including the recruiting and managing of financial and administrative staff
  • Establish project administrative policies and procedures in accordance with USAID rules and regulations and DAI policy.
  • Work with the COP to review and analyze budget estimates for allowability, allocability, reasonableness, and consistency
  • Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
  • Establish and provide oversight of a fully operational grants fund mechanism.
  • Serve as the Chief of Party’s advisor on all contractual and financial matters with USAID and subcontractors.
  • Maintain communication with DAI’s home office staff on administrative and operational aspects of the project
  • Ideally, provide technical advice/support in one or more areas of the project, such as:  establishing public-private partnership forums; development of communication strategies; and/or public communication/outreach.

Qualifications:

  • Bachelor’s degree in business administration, economics, finance, or related field of study; Master’s degree preferred.
  • Eight (8) years or more of international work experience with progressively increasing responsibilities implementing multi-sector donor-funded development programs with demonstrated strong project management and coordination skills.
  • Experience in program operations and financial management, including grants management, accounting, procurement, facilities management, travel and logistics, and/or subcontracting required.
  • Working knowledge of USAID operations, policies, and procedures, and FAR regulations required.
  • Excellent oral and written communications skills
  • Professional proficiency in written and spoken English is required; professional proficiency in written and spoken Urdu and/or Pashto is strongly preferred.
