BACKGROUND:

The UK’s Department for International Development (DFID) has contracted Mott MacDonald-Cambridge Education working in partnership with Delivery Associates (DA), to provide technical assistance to the School Education Department (SED) for the final nineteen months of the Punjab Education Support Programme-2 (PESP-2).

The overarching objectives of TA support are as follows:

a)   Provide comprehensive, flexible and high-quality TA to the GoPb to support the delivery of the PESP II and GoPb priorities, PESP II results and the development of the next phase of education reform in Punjab following expected elections.

b)   Improve and enhance capacity and transfer useful knowledge, skills and practices to SED, SpED, PEF and others to improve the quality of education service delivery.

c)   Support and influence policy change and work towards ensuring reforms are institutionalised and therefore sustainable and in agreement with DFID and SED to commission necessary and relevant research products.

d)   Partner, collaborate and share effectively with the full range of contractors that are delivering the PESP II programme to deliver value for money for UK taxpayers.

e)   Provide management information to DFID and relevant oversight as needed of the components of the PESP II programme including commissioning third party validation (TPV) where necessary.

There are three main workstreams under which TA support is provided by PESP-2 TA team to the GoPb: Equity and Access, Teaching and Learning and Governance and Management. This piece of work comes under the Governance and Management workstream.

CORE RESPONSIBILITIES

The consultant will be required to undertake the following:

Identification and enumeration of all existing HR policies. In consultation with the key staff of the SED, develop a list of all the HR related policies and rules that would need review and synchronization.

Review.  Review and propose amendments, where needed, the listed documents in the light of the SED’s HR objectives. The review must look at the following:

  • Identification of policies that contradict each other and suggest ways of resolving the contradictions
  • Identification of gaps in the policy coverage of HR practices

Consultation with key stakeholders. Conduct a consultative focus group with key stakeholders (from the province and sub-provincial jurisdictions (Districts or New LG structures as the case may be).

Revision. Use the feedback received from the stakeholders to a). propose changes in rules/policies where needed, and b) propose new policies where the coverage does not exist. Share revisions with the SED for approval.

Consolidation. Consolidate the aligned set of HR policies in an HR Manual and present to SED for approval. Support the SED in printing and dissemination of the manual after approval.

KEY DELIVERABLES

  • A reviewed and approved (PESP II TA, SED) list of all the HR related policies and rules that would need review and synchronization.
  • A comprehensive set of objectives that must guide HR management by SED which has been reviewed and approved by (PESP II TA, SED).
  • A report reviewed and approved by (PESP II TA, SED) listing the review and amendment work needed in the policies in the light of the developed objectives.
  • A stakeholder’s consultative workshop and its report outlining the changes and amendments proposed to be made in the rules/policies, as proposed/agreed in the workshop.
  • Revised/amended policies (shared with PESP II and SED for approval).
  • An HR Management Manual for SED teaching and non-teaching staff reviewed and approved by (PESP II TA, SED).
  • Notification and action plan for implementation of the system

TIMELINES

The engagement is expected to commence once a contract has been signed between the Consultant and Mott MacDonald - Cambridge Education, but should not take more than 60 days.

PAYMENT SCHEDULE

  1. The payments will be linked to quality assurance and approval of the deliverables by the SED and DFID.
  2. The TTP will be required to submit an inception report with a well-defined and clear work plan for completion of the assignment and submission of various deliverables.

KEY REQUIREMENTS

The prospective service provider must meet the following qualifications:

  • Over five years of experience in Policy, HR and organizational development
  • A team which includes individuals with the right expertise and education experience
  • At least 5 years of experience of working with the government preferably in the policy area / regulations
  • A good understanding of the working of the SED and its HR will be an added advantage
