Job Title:                    Divisional Field Coordinator

Reporting to:             DFC Coordinator / Governance Lead

The UK’s Department for International Development (DFID) has contracted Cambridge Education working in partnership with Delivery Associates (DA), to provide technical assistance for the final nineteen months of the Punjab Education Support Programme, which is led by the School Education Department (SED).

Position Summary:

Divisional Field Coordinator (DFC) for the Punjab Education Sector Programme (PESP) II will be assigned responsibility for covering specific districts within Punjab. In these assigned districts, the DFC will be responsible for driving activities related to the implementation of PESP II reform efforts.

Job Responsibilities:

  • Working closely with District Education Authority (DEA) officials, School Education Department staff and the PESP II team as well as private sector stakeholders to oversee and support the execution of reform initiatives.
  • Undertake analysis of district data-packs and prepare presentations for Pre-DRC and DRC meetings in consultation with the CEO DEA and DMO. Attend those meetings, record minutes of these meetings, and follow up on decisions taken, as required.
  • Coaching and training district administration officials and field staff in practical tasks and providing problem solving and capability building support through mentorship and leading by example.
  • Support PESP II team and SED and its allied agencies in the implementation of district specific initiatives.
  • Collect data and undertake random monitoring of any task assigned by the SED, PMIU and/or the PESP II team, including but not limited to the following:
    • LND audits in sample schools to verify LND results.
    • Audits to ensure presence & uptake of LitNum materials (LND kitabcha, monthly assessments, remedial packages).
    • Teacher perception survey, classroom observation and LitNum test to measure effectiveness of LitNum hour.
    • Audits of 6 Monthly Assessment (6MA) survey.
    • School level enrolment plan audit.
    • Undertake PMIU audits, as and when needed.
    • MEA data audit.
    • SIS data validation.
  • Conduct MEA training on revision of MEA monitoring forms and SOPs.
  • Undertake AEO trainings for various mentoring routines.
  • Providing direct support and problem-solving assistance to district teams to overcome hurdles to execution. 
    • Ensuring quality standards are being maintained and routines are being sustainably followed through field and site visits and checks. 
    • Undertake meetings with the district delivery managers for preparing SMART action plans to improve district delivery.
  • Provide support for successful implementation of the Punjab Education Hotline.
  • Any other task assigned by the PESP II team, PMIU and /or SED.

Eligibility:

  • Ideally Post Graduate degree in project management, social sciences or relevant
  • Deep understanding of the educational context in Pakistan
  • Previous experience of working in technical assistance programmes within Pakistan
  • Strong ability to foster and build networks, and maintain cordial relations with different stakeholders
  • Ability to multi-task, prioritise and manage own time for maximum efficiency
  • Excellent strategic thinking and planning skills
  • Excellent written and spoken communication skills in English and Urdu
  • Willingness to be pro-active, responsive and flexible to the changing requirements of the project
  • Excellent IT skills and proficiency in Outlook/, MS Word, Excel and PowerPoint
  • A team player with experience of working within team hierarchies and towards the common vision of a reform programme
