Project Description:

The USAID Training for Pakistan project provides turn-key participant training and capacity development services that are uniquely specialized for USAID/Pakistan Mission teams and public and private implementing partners.  The primary purpose of this program is to provide participant training and capacity development services to USAID/Pakistan’s contractors, grantees, and partners under Government to Government assistance programs, and at times to the Mission directly. This Mission-wide program will support all USAID sector teams interested in exchanges or training of host-country Pakistani nationals.

Position Summary:

The Monitoring & Evaluation Officer (M&E) provides technical support and services in development of project-wide database/indicator tracking system and assists M&E Specialist in establishing and institutionalizing the data/documentation practices in TFP. She/he maintains up-to-date and accurate project spreadsheets and databases; input data from collection instruments, reports and project records; and conduct field visits to collect data (as instructed by the M&E Specialist), verify and confirm data and information. To accomplish these responsibilities, the Associate will have to be or become familiar with USAID planning, M&E and reporting procedures in order to work effectively.

Key Responsibilities:

  • Assist with developing a project wide database system for effective tracking of project indicators.
  • Ensure data entry of participants and training programs in the project database and ensure that database is up-to-date and from our errors and inconsistencies.
  • Assist with ensuring that database provides information for internal and external reporting requirement.
  • Work with the Program Officers and Assistants to ensure that TraiNet data (R-1) is updated and MEL Plan numbers are consistent
  • Clean and compile data and produce preliminary reports on indicator progress, including percentage against targets
  • Assist in the preparation of regular reports to the client (quarterly, semi-annual, annual, EOP, etc)
  • At the direction of the M&E Specialist, conduct routine spot checks to ensure data has been accurately collected from stakeholders.

Reporting:

This position is based at the Training for Pakistan Project office Islamabad.  The M&E Officer reports to the M&E Specialist on all day-to-day implementation of PTP’s monitoring and evaluation activities and all technical matters in Pakistan.

Qualifications:

  • A minimum of a relevant under graduate degree in social sciences, public administration, or other field that requires the collection, input and manipulation of data (this can include statistics, economics or IT). Higher qualification will be viewed as an advantage.
  • At least three years of experience in M&E with focus on data management related tasks, preferably with USAID funded programs.
  • Ability to manage data, data cleaning & reporting in an accurate & timely manner.
  • Good written & oral communications, team work and prior knowledge of USAID monitoring and evaluation process and guidelines.
  • Outstanding management and reporting skills.
  • Experience using office software packages including MS Access, and MS Excel for data management and analysis.
