Project Description:

The USAID Training for Pakistan project provides turn-key participant training and capacity development services that are uniquely specialized for USAID/Pakistan Mission teams and public and private implementing partners.  The primary purpose of this program is to provide participant training and capacity development services to USAID/Pakistan’s contractors, grantees, and partners under Government to Government assistance programs, and at times to the Mission directly. This Mission-wide program will support all USAID sector teams interested in exchanges or training of host-country Pakistani nationals.

Scope and Objectives

The M&E Specialist will be responsible for supporting the DCoP on the monitoring, evaluation, and learning plan, data collection and analyzation, and establishing indicators for project success.

Responsibilities

  • Develop and implement the monitoring and evaluation system, including standard indicators for data collection, analyses, and assessments throughout the life of the project
  • Support the design, quality development, and production of all reports, assessments, surveys, and studies
  • Provide technical assistance on the utilization of data and evidence to build project staffs capacity
  • Contribute to the design of methodologies and data collection methods and protocols for performance and impact evaluations
  • Support the maintenance of Performance Management Plans and the development and maintenance of M&E Plans
  • Ensure compliance with program standards expected and required by USAID
  • Provide guidance and support to projects to develop annual work plans and project monitoring plans
  • Perform other duties as assigned by the supervisor.

Reporting

The M&E Specialist position will be based out of the TFP office in Islamabad. S/he will report to the Deputy Chief of Party.

Qualifications

  • A minimum of a relevant under graduate degree in education, statistics, international development or related field required. Higher qualification will be viewed as an advantage.
  • A minimum of 5 years of experience with quantitative and qualitative statistical processing and designing, monitoring and evaluating programs in the education sector.
  • Demonstrated knowledge of impact evaluations, qualitative research, evaluation designs and experience collaborating with a range of stakeholders providing technical and managerial; oversight and direction on monitoring, evaluation, and learning in international development.
  • Experience in providing technical assistance, change management, mentoring, and training.
  • Experience evaluating and supporting other USAID-funded projects highly preferred.
