Job Summary:                      

The incumbent would be required to design, manage, monitor and evaluate the ongoing and future programmes (sectors incl. CBDRM, Resilience, Nutrition) in Sindh province in conjunction with local partner organisations. Being a senior representative in the province, the Programme Manager will be directly responsible for managing all the critical relationships with provincial stakeholders. S/he will also lead any emergency response that may be required in the province. Line managing the team, the Programme Manager will ensure that all the organizational compliances, codes and standards are duly implemented and adhered to.

Duties and Responsibilities

  1. To supervise and guide the design of Organization ’s Sindh programme in accordance with organizational policies/ guidelines and in collaboration with local partner organisations
  2. Ensure that programmes are implemented according to the approved donor agreements, proposals (including budget) and are consistent with organizational methodologies, values and the strategic plans (Pakistan & Global).
  3. To assist in the identification and appraisal of local partner organisations according to organizational criteria, processes and strategic objectives
  4. To prepare and monitor programme budgets in consultation with partners and finance team
  5. To prepare high quality written and verbal reports and presentations in relation to the programme
  6. To methodologically monitor and evaluate the programme. In close coordination with the technical advisors, ensure that appropriate programme planning, monitoring, reporting and evaluation systems are in place at the provincial level.
  7. To prepare programme proposals for submission to potential donors and for organizational internal requirements.
  8. To manage the data collection and assessment process in the development of new projects in collaboration with local partner organisations.
  9. To manage the relevant aspects of the programme according to the programme design and ensuring organizational and partner organisations are meeting their commitments under partnership agreements and as per donor guidelines.
  10. To prepare Project Agreements and Memorandum of Understandings with partner organisations that clearly define roles and responsibilities
  11. To identify programme staffing needs and assist in the recruitment of programme personnel
  12. To manage, supervise and support programme staff using performance monitoring and appraisal tools 
  13. To incorporate capacity building of programme staff, partner organisations and communities into all aspects of programming
  14. To provide input into other organizational programmes and strategic planning as required
  15. To contribute positively in senior management team meetings.
  16. To liaise with relevant government and non-government agencies and represent organization in various fora.
  17. To ensure timely and appropriate response to any emergency/disaster in the Sindh province that fulfil organizational criteria.

Education & Qualifications Required:     

Master or higher qualification in Development Studies, Public Health, Food Security, Sociology, Anthropology, Political Science, DRM and/or other relevant subject.

Skills/Experience Required.

  • At least 5 years experience in a programme management position (senior level essential) with an INGO, Contractors, donor agency with significant involvement in programme development.
  • Experience of strategic planning, donor reporting, PM&E mechanisms
  • Extensive experience of working with local partners
  • Extensive experience in managing nutrition sensitive/ integrated projects, Resilience/ CBDRM Projects and Food Security & Livelihoods Programmes. 
  • Excellent practical knowledge of, and commitment to, participatory approaches to community development
  • Proven ability to work with partner organisations at all stages of the project cycle
  • Sound working knowledge of standard principles of Project Cycle Management
  • Planning, decision making, leadership, creativity, innovation, advocacy & networking skills.
  • Understanding of Rights-based approaches to programming
  • Excellent written and verbal communication skills in English and ability to communicate with people at different levels and from a various backgrounds.
  • Ability to work in a systematic and organised manner and deliver to deadlines.
  • Ability to cultivate and maintain good working relationships with partner organisations
  • Ability to assist personnel to develop and grow within the organisation
  • Willingness to develop and incorporate new initiatives into programming.
  • Excellent computing skills, including excel, word and electronic mail.

Relationship:

Liaises with, Local and International NGOs, Donors, Government, UN agencies as well as all stakeholders related to the Sindh Programme.

Accountability:

In carrying out the above duties, organizational approved procedures must be followed at all times. The Programme Manager will be accountable for all the human resources, assets and programme budget in the province.

As per the delegation limits

Special Circumstances:

Sometimes has to operate in risky environments/areas. Organization has an early warning system for all possible risks. In case of emergency/disaster in Sindh, the Programme Manager is required to undertake assessments and respond.

Performance Standards:

Based on the above mentioned Duties & Responsibilities, specific performance standards will be worked out in consultation between Director of Programmes and Programme Manager - Sindh.

In this context staff has the responsibility to the organization to strive for, and maintain, the highest standard in day to day conduct in their work place in accordance with Organization ’s core values and mission.

Any candidate offered a job with Organization  will be expected to sign the Programme participant Protection Policy and the Organization  Staff Code of Conduct as an appendix to their contract employment.

Any breach of Organization Staff Code of Conduct or the Programme participant Protection Policy by employees of Organization  during the course of their employment will result in disciplinary action up to, and including dismissal.
