Terms of Reference (TORs) for Hiring of Individual Consultant for “Sensitization and O&M on latrine & Conduction of Post-KAP Survey

Introduction of Taraqee Foundation:

Taraqee foundation, a national level ngo, registered with security and exchange commission of Pakistan (SECP) under the company’s ordinance 1984 and engaged since 1994 in different development sectors of Baluchistan i.e. Health, education, environment & infrastructure, livelihood and emergency response.

Background information and rationale:

Taraqee foundation has engaged with PPAF in implementing a project on institutional development in UC Saddar Muslim Bagh of district killa saifullah since 2015. Taraqee foundation is already working in the proposed project area through its COs/VOs/LSO, it has a good network with the local communities, local institutions and INGOs. The project is implementing the project titled as “program for poverty reduction PPR with the financial assistance of PPAF and Govt of Italy. In the whole process an integrated approach has been adopted towards poverty reduction including the interventions focusing community physical infrastructure, livelihood, education and health. Major focus of health component is to provide technical support in various means, i.e; medicines and equipment’s through strengthening of BHUs to institutionally assist the communities in resolving health related issues.

District Killa Saifullah is one of the district of Baluchistan province and facing the health issues related to lack of basic health care services, medicines, trained medical staff, un hygienic environment , polluted water, urbanization and wasteful water consumption practices have placed immense stress on the quality as well as the quantity of water resources and illiteracy are putting the major strain on role of district administration where there is a dire need to be responded in order to improve the quality of living of poor communities of PPR working constituency of district killa Saifullah.

Specific objectives:

The objective of the training on “Sensitization and O&M on latrine” is to aware the community members upon the basic concept of WASH and also to familiar them about the best use of latrine.

The objective of the Post-KAP survey is to gather key information/data from project working constituency and compare its results with the results of pre-kap survey conducted at initial stage of project. Activity also aims to establish a reference point for performance measurement of the project’s interventions. This will be one of the means and source of measuring the progress against anticipated results. Taraqee foundation seeks to engage the service of an individual consultant that has experience of conducting pre and post KAP studies.

Purpose:-

The purpose of this assignment will be to clearly sensitize the targeted beneficiaries upon best use, O&M of latrine and also to get gather key information’s regarding health component and its comparison with the Pre-KAP results data and also to establish a reference point for performance measurement of its project interventions.

Duration of work:-

The total time for completion of work is 20 days effective from the date of signing of contract.

Scope of work:-

  • Keeping in view the prerequisites of the latrines constructed in PPR constituency of Saddar Muslim Bagh and conduction of post kap assessment in the same constituency, consultant has to ensure quality deliverables as per below mentioned points.
  • He has to train the Cos and VOs beneficiaries upon best use, O&M of latrine, in close consultation with TF team and with all relevant stakeholders, (individuals, groups of people, health care center).
  • The consultant has to develop a comprehensive framework before conduction of a structured survey. 
  • Development of a structured survey questionnaire for post-KAP survey.
  • Sampling tool/framework.
  • Articulation of detailed statement of work.
  • Pretesting of data collection tools.
  • Data cleaning and analysis.
  • Development of a comprehensive report of Post KAP survey and training of community’s sensitization in soft and hard.

Eligibility of consultant:

Must have master degree in relevant subject or certified on WASH, and KAP survey.

Must have 5 years of experience in conducting sensitization training on health and hygiene and conduction of Post-KAP surveys on health issues.

The ability to get familiar the members on H&H issues and to collect appropriate data and dealing with community members.

Excellent training, report writing and presentation skills.

Contract duration:

The assignment will be completed within 20 days after signing of agreement including report submission and other related documents.  Expected dates of training will be communicated later by TF.

Budget and payment schedule:

Consultant will quote the budget in PAK rupees for his/her services, module/manual and handouts.

30% agreed amount will be paid on commencement of training and KAP assessment and submission of handouts.

50% agreed amount will be paid after completion of training, data collection in the field.

20% agreed amount will be paid after submission of narrative report of “sensitization & O&M of latrine training and KAP survey analysis on post evaluation of the project.

Location of work in PPR constituency of UC Saddar, Tehsil Muslim Bagh of district Killa Saifullah.

Selection method for consultant:

  • Selection of consultant will be finalized after scrutiny on the basis of following criteria:
  • Educational qualification (20 marks)
  • Total working experience (20 marks)
  • Experience in conducting training sessions (20 marks)
  • Experience in relevant subject (20 marks)
  • Report writing and presentation skills (20 marks)

  • Technical proposals with budget which include a detailed methodology and work plan
  • Financial proposal should correctly display costs / budget utilization details.
